Summary of Decision 263/QD-TTg (on piloting greenhouse gas emission quotas 2025–2026)

1. Main content: Approving the total pilot greenhouse gas emission quota for the period 2025–2026 to be allocated to:
34 thermal power plants
25 steel production facilities
51 cement production facilities
Total pilot greenhouse gas emission quota:
2025: 243,082,392 tons of CO2 equivalent.
2026: 268,391,454 tons of CO2 equivalent.
Relevant legal regulations must be complied with:
Law on Environmental Protection 2020;
Government Decree No. 06/ND-CP dated January 7, 2022, regulating greenhouse gas emission reduction and ozone layer protection.
Government Decree No. 119/2025/ND-CP: Amending and supplementing several articles of Government Decree No. 06/2022/ND-CP dated January 7, 2022, regulating greenhouse gas emission reduction and ozone layer protection.
Implementation: The Ministry of Agriculture and Environment, in coordination with the Ministry of Industry and Trade and the Ministry of Construction, shall:
Allocate quotas to each facility under its management;
Guide the implementation and evaluation of pilot results;
Propose improvements to legal regulations on inventory and allocation of emission quotas;
Relevant ministries, sectors, and People’s Committees of provinces/cities are responsible for implementation.
4. Effective Date: Effective from the date of signing (February 9, 2026). The document is signed and promulgated by the Prime Minister.
